From Activating Evolution
After the death of Kaito Nakamura and an apparent attack on Angela Petrelli, Nathan Petrelli produced and gave to Matt Parkman a photograph of 12 (twelve) people standing on the roof of the Deveaux Building.
Pictured were:
Angela Petrelli, Kaito Nakamura, Maury Parkman, Charles Deveaux, Victoria Pratt, Harry Fletcher, Paula Gramble, Daniel Linderman, Carlos Mendez, Arthur Petrelli, Robert Bishop and, a previously unidentified woman, now known as Suzanne Ammaw.
These twelve are believed to be the Founders of The Company.
